🔹 Title III – Language Instruction for English Learners and Immigrant Students
Purpose: Title III of the Every Student Succeeds Act (ESSA) provides federal funding to help English Learners (ELs) and immigrant students attain English language proficiency and achieve academic success in all content areas.
The goal is to ensure that students who are learning English receive the support, instruction, and resources they need to participate fully and equitably in school.
🔹 Key Objectives
Title III funding is designed to:
- Help English Learners (ELs) develop proficiency in listening, speaking, reading, and writing English.
- Ensure ELs meet the same academic standards as all other students.
- Provide high-quality professional development for teachers, principals, and staff who work with ELs.
- Promote parent, family, and community engagement among multilingual families.
🔹 Allowable Uses of Title III Funds
Funds must be used to supplement, not replace, existing services provided by the district or required under other laws (like civil rights obligations). Allowable activities include:
- Providing language instruction educational programs (ESL, bilingual, or dual-language programs).
- Offering professional development to improve instruction for ELs.
- Purchasing supplemental instructional materials and technology for English acquisition.
- Supporting family literacy, parent engagement, and cultural awareness activities.
- Providing translation and interpretation services to help families participate in their child’s education.
- Offering programs and services to assist immigrant children and youth with adjustment and academic support.
🔹 Accountability & Reporting
- Districts must monitor and report the progress of ELs toward English proficiency and academic achievement.
- Programs should be evidence-based, measurable, and aligned with state English Language Proficiency (ELP) standards.
- Title III funds must be spent effectively and expeditiously, ensuring direct impact on EL student outcomes.
